Do you contact the building owner's tenants or utility companies?
Only as your authorized agent to obtain utility data. We never contact tenants directly for any purpose other than data collection, and we do not represent you in any enforcement proceeding.
What makes a pack 'complete'?
Completeness is defined by each ordinance: all required data fields in ENERGY STAR Portfolio Manager, emissions calculated per methodology, caps verified, exemptions documented, and RDP certification obtained. Deterministic gates enforce each one before release.
