The educational checklist performs no fetch, XHR, beacon, WebSocket, form submission, upload, email preparation, or storage call. External links open official public sources only when the visitor chooses them.
No agency or provider access
TowerVault Clear does not access NYC DOB, NYC DOHMH, vendor, laboratory, treatment, building, or other provider systems. It does not accept credentials or create records anywhere.
Future activation remains gated
Any later system that accepts client data would require separate authorization, identity and access control, role separation, transport and storage protection, auditability, retention and deletion, incident response, backup, export, and rollback evidence. None is represented as active.
Fail-closed behavior
Stale, missing, or conflicting public sources remain unresolved. The public experience cannot promote an administrative observation into a compliance, safety, deadline, filing, or professional conclusion.
