The paperwork gap between "we tow" and "we can lawfully tow"

Site staff treat towing as "call the truck." California Vehicle Code §22658 treats it as a tightly scripted procedure: entrance signs at least 17"×22" with at least 1" letters naming the law-enforcement phone and each contracted tow company, a written general towing authorization agreement, and a scene-specific written authorization with a present authorized agent. Miss any element and a $300–$500 tow becomes a statutory multiple, plus misdemeanor exposure for improper general-authorization practices.

  • Entrance signs missing the required tow-company phone number
  • Signs under the 17"×22" / 1"-letter statutory minimum
  • No written general towing authorization agreement on file
  • "Patrol and tow everything" practices without scene-specific written authorization
  • Signer roster that doesn't match who's actually calling the tow truck

A missing tow-company phone number on one entrance sign is enough to turn a $400 tow into a 2×–4× statutory claim against you personally.

How the Tow-Readiness Completeness Pack gets built

  1. Photograph every entrance

You send distance + close-up photos of each vehicular entrance sign, plus your tow contract PDF and authorized-signer roster.

  2. AI gap analysis vs. CVC §22658

Vision extraction reads sign text, dimensions, and phone numbers; clause classification maps your tow contract against the Statute Checklist.

  3. Two-person Compliance Analyst review

A first analyst confirms every measurement and clause; a second analyst signs off before any PASS rating is issued.

  4. Deliver the pack + Remediation Punch List

You get a dated, statute-cited PDF: entrance-by-entrance pass/fail, agreement completeness check, signer roster template, and a 30-day punch list.

Questions CA PMs actually ask

Do you tow vehicles or authorize tows for us?

No. TowAuth Clear never tows a vehicle and never authorizes a tow on your behalf. You remain the authorizer of record for every tow. We produce the documentation that shows your signage and paperwork meet CVC §22658 — nothing more.

Is this legal advice?

No. TowAuth Clear is a documentation-completeness service, not a law firm. We checklist your signs and agreements against published statute text. Any question about the legal sufficiency of a specific tow, your CC&Rs, or litigation strategy goes to your retained attorney through our Exception Queue.

What if the Signage Gap Scan finds nothing wrong?

You keep the scorecard and the evidence photos at no charge. A clean scan is still useful the day an insurer or board asks for proof.

How is this priced?

Flat, per property. $695 standard (as low as $495 for a small lot with two or fewer entrances, up to $995 for six or more). Never hourly, never a percentage of tow fees.

How fast is delivery?

Five business days standard from a complete intake. Rush delivery in 48 business hours is available for +$200–$350.

What happens if we keep towing after the pack is delivered?

Optional add-ons: a per-tow Evidence Pack ($75–$150) assembled after any specific tow, or a Portfolio Monitoring Retainer ($149–$399/mo) that re-verifies your signage and agreements on a schedule across your whole portfolio.

Do you work with our tow vendor?

Yes, as a partner, not a client of ours. A compliant lot means fewer disputes for your tow vendor too — we pay a documentation-pack referral fee, never a share of tow fees.

What states do you cover?

California at launch (CVC §22658). Texas (Occ. Code Ch. 2308) and Florida (§715.07) are gated expansion states we activate one jurisdiction at a time, each behind its own attorney-reviewed Statute Checklist.

Compliance & scope

TowAuth Clear is a documentation completeness service — not legal advice. The client remains the authorizer of record for every tow. TowAuth Clear never tows vehicles, never authorizes a tow as the property's agent, and never opines on the legal sufficiency of a specific tow, CC&R interplay, or litigation strategy — those questions go to your retained California attorney. Every Tow-Readiness Completeness Pack requires sign-off from two independent Compliance Analysts before delivery. Intake artifacts, Statute Checklist versions, reviewer IDs, and delivery hashes are retained for the audit-trail defensibility period disclosed at intake. Not applicable to public-access (§22953 grace-period) lots without attorney review.

Not for tow companies looking for dispatch software, not for PMs wanting TowAuth Clear to authorize tows on their behalf, and not for anyone seeking a legal opinion on a specific completed tow.
