QueueClear organizes permitted project metadata against a declared Penelec Chapter 75 Level 2 lane. It records evidence states and routes reserved judgment; it never turns a checklist into utility approval.

Six controlled steps

Each transition is visible.

Declare territory

Record Pennsylvania, the Pennsylvania Public Utility Commission, FirstEnergy Pennsylvania Electric Company, Penelec rate district, and a proposed Chapter 75 Level 2 lane. Do not decide applicability.

Bind sources

Record source authority, URL, effective or issue date, retrieval date, exact hash, intended use, and refresh trigger.

Inventory metadata

Map only permitted non-sensitive fields to an owner and source. Public use requires no project file or identifying record.

Run deterministic checks

Check presence, declared format, internal consistency, source currency, duplicates, ambiguity, and scope. Do not calculate or infer technical compliance.

Open exceptions

Every missing, conflicting, stale, sensitive, ambiguous, technical, legal, or utility-reserved item gets a stop state, owner, and permitted next action.

Review and release

A qualified human reviews the exact candidate, limitations, source set, and exception register before releasing a non-authoritative readiness map.

Authority hierarchy

Use each source only for its allowed purpose.

LEVEL 1

Pennsylvania Code, Chapter 75

Controlling Pennsylvania review-level context. Applicability remains with the EDC and authorized qualified people.

LEVEL 2

FirstEnergy Pennsylvania / Penelec materials

Utility-facing process, forms, and contact-path context. Current versions are rechecked before reliance; QueueClear does not file or access the portal.

LEVEL 3

DOE, FERC, NREL context

General education and jurisdiction-qualified context only. These sources cannot override the selected state and utility materials.

LEVEL 4

Client declaration

A declared value is evidence of what the authorized user supplied, not proof that it is correct, complete, applicable, or accepted.

Canonical states

One word per condition.

Present

A permitted field has a declared value and named source; no correctness claim follows.

Missing

A mapped field has no permitted value or source.

Conflicting

Two records disagree and the discrepancy remains open.

Ambiguous

The source or declared value supports more than one interpretation.

Stale

The required source-currency window or refresh trigger is not satisfied.

Sensitive

The item must not be entered into the public diagnostic and requires an approved private process.

Out of scope

The item requires engineering, legal, utility, filing, portal, or other reserved work.

Review pending

The exact map has not yet received qualified-human release.

Fail-closed controls

These conditions stop the map.

  • Territory, utility, rate district, or proposed review lane is missing or contradictory.
  • A controlling or utility source is stale, missing, withdrawn, superseded, or conflicts with another source.
  • The request asks QueueClear to decide applicability, eligibility, compliance, acceptance, timing, cost, queue position, or restudy outcome.
  • The request contains sensitive data, a file upload, credential, portal action, signature, message, or representation task.
  • The request needs engineering, a single-line diagram, equipment decision, settings, protection, calculations, or sealed work.
  • The qualified reviewer, release authority, exact version, evidence hash, limitation, or correction path is absent.

Corrections

Changed sources do not rewrite history.

Each released readiness map keeps its source identifiers, retrieval dates, hashes, reviewer, decision, limitations, and exact version. A material source or scope change marks the affected item stale, preserves the prior release, creates a new candidate, and requires new qualified review.
