Scope and evidence

  1. Territory and proposed lane are declarations, not an applicability decision.
  2. Every mapped state traces to a named source version and permitted metadata field.
  3. Missing, conflicting, ambiguous, stale, sensitive, and out-of-scope items remain visible.
  4. No engineering, legal, filing, portal, utility-representation, outcome, eligibility, timing, cost, or restudy conclusion appears.

Release

  1. The authorized qualified human reviewed the exact candidate and limitations.
  2. Distribution, retention, correction, supersession, and withdrawal controls are active.
  3. The released bytes, version, timestamp, source hashes, and reviewer record are retained.
