NIL public-guidance handoff readiness

A deal can start with yes. The handoff needs better questions.

PreClear NIL teaches a new NIL operations team who has authority, where current official guidance lives, and what to prepare before the team asks campus compliance or retained counsel to decide anything.

Start here

What does NIL mean?

NIL is shorthand for a person's name, image, and likeness. In college sports, a student-athlete may be compensated for qualifying uses of that identity, such as a promotion, appearance, social post, autograph event, or other genuine commercial activity.

Imagine a local brand wants a student-athlete in a weekend campaign. The athlete is interested. The brand is ready to move. Then the practical questions arrive:

1

Who owns the commercial facts?

The brand and its team must define the real activity, payment terms, timeline, and deliverables.

2

Who handles college-sports questions?

The relevant campus compliance office or faculty athletics representative helps the student-athlete understand institutional and NCAA responsibilities.

3

Who handles reporting?

Current official NCAA and College Sports Commission materials describe third-party NIL reporting and NIL Go in specified Division I circumstances. Applicability belongs with the official decision-makers.

4

Who handles Pennsylvania law?

Pennsylvania publishes athlete-agent registration resources, a statute, and an NIL contract notification form. Qualified Pennsylvania counsel or the State Athletic Commission addresses legal applicability.

The problem is not a lack of information. It is that different people own different answers. PreClear NIL turns that scattered landscape into a visible handoff map before anyone sends us deal data—because we do not accept it.

The role map

Six roles. Six different kinds of authority.

No software vendor should blur these lines. The safest operation starts by routing each question to the person or body that actually owns it.

1

Brand, collective, or payor

Owns the proposed commercial activity, deliverables, payment terms, internal approvals, and accurate business records.

Does not decide athlete eligibility.
2

Student-athlete and representative

Owns personal participation decisions and works with authorized representation where applicable.

PreClear NIL never contacts or represents the athlete.
3

Campus compliance or FAR

Helps the student-athlete understand institutional and NCAA responsibilities and the institution's process.

PreClear NIL is not a campus office.
4

NCAA and College Sports Commission

Publish and administer current college-sports rules, roles, reporting context, and NIL Go resources within their authority.

PreClear NIL is not affiliated with either body.
5

Pennsylvania authorities and counsel

The General Assembly and State Athletic Commission publish official state materials. Retained Pennsylvania counsel handles fact-specific legal questions.

PreClear NIL does not interpret law.
6

PreClear NIL

Explains the public role map, keeps official sources visible, and helps an operations team prepare ownership and questions.

No clearance. No valuation. No deal intake.

The service

What a better handoff looks like.

Instead of asking a broad question—“Is this deal okay?”—your team arrives with current sources, named owners, and separate questions for the people who can answer them.

Commercial truth

No public price is published. No paid intake or client workspace is active. Any future bounded pilot requires a separate written scope and exact approval.

01

A plain-language briefing. Everyone can explain NIL, the role map, and the limits of the service before work begins.

02

An official-source register. The team sees who published each source, when it was accessed, and what it may—and may not—support.

03

An ownership map. Commercial facts, campus questions, reporting questions, state-law questions, and internal decisions are separated.

04

A professional question register. Open questions stay open and route to campus compliance, retained counsel, or the relevant official body.

05

A correction trail. Source changes and public corrections preserve the prior version, reason, reviewer, and release owner.

Browser-local check

Can your team route the next question safely?

Select only administrative controls. Do not enter names, payment terms, contract language, dates, athlete details, or any deal facts. Your selections stay in this page's temporary memory and disappear when you reload it.

How it works

A five-step education and routing method.

Read the full methodology

  1. Learn the landscape

Start with the plain-language NIL story and the current official-source hierarchy.

  2. Name the owners

Separate the commercial owner, campus route, official source, and retained professional.

  3. Sort the questions

Keep business facts, campus responsibilities, reporting questions, and legal questions in distinct lanes.

  4. Route without deciding

Send each open question to the person or body that has actual authority. Unresolved stays unresolved.

  5. Refresh and correct

Recheck sources before public release and preserve corrections when official material changes.

Buyer evidence

No retained customer, interview, pilot, or willingness-to-pay evidence exists.

Performance evidence

No clearance, acceptance, eligibility, speed, savings, or outcome result is claimed.

Commercial evidence

No public price, revenue, conversion, client count, credential, or testimonial is published.

Official source room

Read the source. Keep the conclusion with the right authority.

Professional boundary

Education is useful only when the limits are unmistakable.

PreClear NIL is operated by Your Deputy, Obuke LLC. It is not a law firm and does not provide legal, tax, financial, or other licensed professional advice. It does not decide eligibility or entitlement.

  • FMV, compensation, valid-business-purpose, eligibility, reporting, aggregation, registration, contract, tax, filing, portal, agent, and legal questions must be routed to a verified qualified specialist or the relevant official authority.
  • PreClear NIL does not draft, negotiate, contact, submit, file, access NIL Go, represent, or act as an athlete agent.
  • A qualified human must review and release every client deliverable in any separately approved future service.
  • Do not submit athlete, school, payor, agent, contract, compensation, credential, portal, deal, or other sensitive material through this public site.

Questions

What people usually ask first.

Does PreClear NIL approve or clear a deal?

No. It provides public education and administrative routing. Official bodies, institutions, and qualified professionals make the underlying decisions.

Will it tell us a fair-market-value range?

No. It does not value compensation, benchmark a transaction, infer a confidential rubric, or predict whether terms are reasonable.

Does the $600 figure mean every deal must be reported?

No conclusion should be drawn from a number alone. Current official materials describe reporting in specified Division I circumstances and aggregation concepts. Campus compliance and the relevant official process handle applicability.

Can we upload a contract for review?

No. This public site has no upload, email intake, form, account, or client workspace and does not review contracts.

Can PreClear NIL submit through NIL Go?

No. It never requests portal credentials, accesses NIL Go, or submits a report.

Is PreClear NIL an athlete agent?

No. It does not recruit, solicit, negotiate, represent, contact an athlete, or provide transaction-specific agent services.

Why use the service if it does not decide the deal?

Because a clear role map and better questions can reduce avoidable administrative confusion. The value is preparation and routing—not a result disguised as software.

How do we get started?

Use the no-data readiness map above, open the official sources, and name the campus and professional routes your team will use. Do not send us deal facts.

Safe next step

Leave with a map, not a software verdict.
