What a wrong certification actually costs you
The HUD-50059 is the most repetitive and the most consequential file in assisted housing. It sets the exact HAP amount, and it is the first thing a Management & Occupancy Review pulls. When it is wrong, four things happen — and HOTMA makes each more likely this year.
The failures that hold your subsidy
Vouchers get held. All 50059 data supporting a voucher must clear TRACS fatal and error edits before the voucher transmits. One fatal edit holds the payment. EIV discrepancies expire. Discrepancy data goes stale about a year after the latest recertification — after that the error is permanent and the improper HAP is uncollectible.
TRACS fatal edit — blocked from transmit Improper HAP over/under-paid EIV discrepancy nearing expiry MOR finding & corrective action
Now layer HOTMA on top: rewritten income and asset definitions, an inflation-indexed asset limit (self-certification allowed below $52,787 for 2026), health/medical deduction changes, and phased income-review frequency — mandatory by January 1, 2027, with the HOTMA-enabled TRACS 203A replacing 202D. The people who must apply the new rules are the same scarce certified occupancy specialists who were already stretched under the old ones.
What you get: the Certification Packet
One outcome, priced per certification or per unit — never hourly. Every term below is the same word we use in the packet, the FAQ, and the operating dossier.
HOTMA Worksheet
Annual income, adjusted income, and assets computed under the current HOTMA / Handbook 4350.3 rules — with a rule citation on every number, including the 0.40% passbook imputation when assets exceed the threshold.
HUD-50059 draft
The certification field-populated and ready for your authorized representative to certify — for a move-in, annual recert, interim, or gross-rent change.
TRACS Pre-Validation
Every 50059 run through a local TRACS 202D/203A fatal and error edit simulator before transmission, so a fixable edit never holds your voucher.
EIV Reconciliation
Every income discrepancy identified and resolved the compliant way — before it expires and becomes an uncollectible finding — with a documented resolution note.
COS Review
A certified occupancy specialist clears every edge case — self-employment, zero-income, student rule, asset disposition — and confirms the verification order before you certify.
MOR-Ready File
The verification order, third-party checks, signatures, and effective dates assembled as one audit-ready file that survives a Management & Occupancy Review.
How it works
Intake → Extract → Compute → Validate → COS Review → Owner Certify → Transmit. Humans hold the two commitments a model must never fake: the COS sign-off and your certification.
Send the household file
Income and asset documents, the EIV report, and the prior 50059 — into a secure, least-privilege intake under a signed data agreement, within your authorized EIV framework.
We extract & compute
We classify and read every document, then compute HOTMA income and assets, drafting the 50059 with a rule citation behind each figure.
We validate
Deterministic HOTMA limits and the TRACS 202D/203A edit set run as code; EIV is cross-checked and every discrepancy drafted for resolution.
COS reviews & releases
A certified occupancy specialist clears the edge cases and low-confidence fields and confirms the verification order — nothing auto-passes.
You certify
Your authorized representative reviews and signs the HUD-50059. We never certify for you — you remain the accountable party.
Transmit & voucher
The certification transmits to TRACS under your authorization; cleared certifications assemble into a validated monthly HAP voucher (HUD-52670).

First-Pass TRACS Guarantee & out-clause
If a Certification Packet we released and you certified is rejected by a TRACS fatal or error edit our Pre-Validation should have caught, we rework and re-release it at no charge and credit your next certification. We do not guarantee any MOR score, HUD determination, or legal outcome; those belong to HUD, your Contract Administrator, and your counsel.

Request a free HOTMA & MOR Readiness Scan
Tell us a little about your portfolio. With your consent we review a sample of your resident files and send back your likely TRACS edits, EIV discrepancies, and MOR findings — named — plus one sample Certification Packet page. Next step is a capped Annual Recertification pilot.
After you submit: we reply within two business days to open a secure folder under a signed data agreement. We ask only what the scan needs — everything else comes later in the workflow.
The licensing boundary, in plain language
We prepare and validate HUD-50059 certifications from the facts you provide and the governing HUD rules — Handbook 4350.3, the HOTMA final rule, and the TRACS edit set. We compute income and assets, draft the certification, pre-validate against TRACS, and reconcile EIV within your authorized access. You review and certify, and you transmit. We do not make eligibility or termination determinations, opine on legal questions, act as your Contract Administrator, or guarantee any MOR score or HUD outcome.
