Source-bound · administrative · professionally routed

A handoff method that knows where it must stop.

WithdrawalGuard records public-source metadata and administrative document-category states. It cannot convert those records into legal meaning, actuarial work, a deadline, an amount, a recommendation, a filing, or representation.

Authority hierarchy

Use each record only for its permitted purpose.

LEVEL 1

Official statutory text

29 U.S.C. §§ 1393, 1399, and 1401 support general source metadata and reviewed education. They do not produce a matter result.

LEVEL 2

Official agency and judicial materials

PBGC guidance and the cited Supreme Court opinion are used narrowly, with access dates and reviewed descriptions.

LEVEL 3

Retained professional judgment

ERISA counsel owns legal interpretation and action. A qualified pension actuary owns assumptions, methods, calculations, and actuarial conclusions.

LEVEL 4

Client declarations

A category marked present is evidence only that an authorized person made that declaration—not that the underlying document is valid, complete, timely, or favorable.

Administrative states

Labels describe evidence, never the matter.

PRESENT

Category declared

An allowed category is recorded. Content is not collected or evaluated.

MISSING

Expected category not declared

The state opens an administrative question; it does not imply a legal defect.

STALE

Source or index version needs refresh

The affected output is held without computing any matter date.

CONFLICT

Declarations disagree

Both states remain visible and route to the authorized owner.

UNVERIFIED

No authorized verification recorded

The item cannot advance to a released handoff.

PROHIBITED

Matter content or reserved judgment detected

The public or automated workflow stops. Nothing is retained as an accepted input.

Professional routing

Different questions require different authority.

COUNSEL

Separately retained ERISA attorney

Owns interpretation, applicability, rights, obligations, options, notices, timeliness, challenge strategy, drafting, filing, arbitration, contact, and representation.

ACTUARY

Qualified pension actuary

Owns assumptions, methods, amounts, allocations, interest, schedules, estimates, recalculations, and actuarial opinions.

OPERATOR

WithdrawalGuard operator

May maintain source metadata, permitted category states, owners, versions, unresolved questions, corrections, and the administrative handoff shell.

RELEASE

Named human release owner

Confirms the exact candidate, reviewer records, limitations, distribution, retention, correction, supersession, and withdrawal controls.

Fail-closed controls

These conditions stop the workflow.

  • A notice, plan record, employer fact, contribution record, controlled-group detail, financial or personal information, credential, date, amount, or other matter content appears.
  • A request asks for interpretation, withdrawal or liability determination, date arithmetic, timeliness, calculation, exemption or challenge screening, recommendation, drafting, filing, plan contact, arbitration, or representation.
  • An official source is missing, withdrawn, superseded, materially changed, or lacks exact lineage.
  • Retained ERISA counsel, a qualified pension actuary, or the named release owner is absent for a matter-specific handoff.
  • An actor attempts to approve their own work or an approval does not bind the exact candidate.
  • Distribution, retention, correction, supersession, or withdrawal controls are missing.

No date arithmetic

Dates stay with retained counsel.

WithdrawalGuard may record the access date of a public authority source. It does not accept matter dates, subtract or add periods, render countdowns, trigger reminders, decide timeliness, select a forum, or characterize the statute’s 120-day language as a plan-sponsor response deadline.

Urgent and matter-specific timing questions must go directly to separately retained ERISA counsel. Nothing on the public site pauses, extends, protects, or determines a period.

Corrections

A changed source does not silently rewrite history.

01 / HOLD

Stop affected output

Mark the claim or handoff unresolved.

02 / PRESERVE

Keep prior lineage

Retain the old version and reason for change.

03 / REFRESH

Bind exact new sources

Record issuer, version, access date, hash, and impact.

04 / REVIEW

Release exact bytes

Require the appropriate professionals and named release owner.

Service boundary

Method never becomes authority.

WithdrawalGuard is a metadata-only administrative handoff-readiness service operated by Your Deputy, Obuke LLC. It is not a law firm, actuarial firm, plan administrator, arbitrator, or representative and does not provide legal, tax, actuarial, financial, or other licensed professional advice. Retained ERISA counsel and a qualified pension actuary must make all matter-specific judgments, and a named human must review and release every handoff. Do not submit sensitive or matter data through this public site.

  • No notice interpretation, date or amount calculation, liability determination, challenge screening, drafting, filing, plan contact, arbitration, or representation.
  • No public matter-data collection, upload, customer record, credential, date, or amount.
  • No claim of timeliness, completeness, viability, savings, reduction, settlement, or outcome.
