  1. Open the official issuing-authority source—not a search snippet or secondary summary.
  2. Record final URL, title, issuing authority, access date, version or decision date, exact hash, and allowed use.
  3. Compare the candidate source set with the prior retained version.
  4. Open an exception for any changed text, withdrawn material, moved URL, conflicting authority, or unclear currency.
  5. Do not compute a matter date or infer a matter conclusion from the source change.
  6. Hold affected copy and handoff templates until the appropriate professionals and named release owner review the exact refreshed candidate.
